李道亮,男,博士,生於1971年2月,山東省東營市墾利縣人,中國農業大學信息與電氣工程學院教授,博士生導師 [1]  ;兼任國際信息處理聯合會農業信息處理分會主席,國際雜誌information processing in agriculture主編,國家農村信息化指導組專家等職;承擔國家自然科學基金,國家863計劃項目,歐盟框架計劃和horizon2020計劃項目等40餘項 [1]  ,積極開展了養殖水質傳感器、水產養殖優化調控模型、水產養殖智能裝備研究;第一完成人獲省部級科技一、二等獎7項 [2]  ,第一發明人獲授權國家發明專利27項,出版專著6部,發表SCI/EI論文200餘篇;中組部國家萬人計劃科技創新領軍人才、科技部中青年科技領軍人才 [3]  、農業部傑出科研人才 [4]  、教育部新世紀人才、中國科協先進科技工作者,農業物聯網首席科普專家稱號等榮譽 [1]

自1999年參加工作以來,先後主持完成國家科技支撐計劃、國家863計劃、國家自然基金、國家社科基金、成果轉化基金、霍英東基金、歐盟Asia IT&C、國際合作重點等項目40多項。教授農業物聯網導論,農業信息學、農業物聯網與信息系統新進展及seminar等課程。自2003年以來培養博士研究生22名,碩士研究生60餘名。第一發明人獲授權國家發明專利27項,制定國家標準4項,行業標準7項,出版專著6部,發表SCI論文100餘篇。
我國水產集約化高效養殖面臨三大科學難題:一是我國水產養殖水體富營養化程度高,水生生物富集,對傳感器精度的擾動大,現有的傳感技術難以實現長時間在線準確測量;二是魚類水質、營養、病害之間耦合關係複雜,魚類生長精準調控計算難度極大;三是我國水產養殖環境多樣、信號干擾大,從信息感知到傳輸再到處理控制全環節的系統集成複雜度非常高,水產養殖實時精準控制極其困難。
針對上述三大科學問題,積極開展了養殖水質傳感器、水產養殖優化調控模型、水產養殖智能裝備研究,已在本領域國內外期刊上發表學術論文 321 篇,其中SCI 論文104 篇,EI 論文221篇 [1]  ,Google Scholar 引用1542次,單篇最高引用135 次。近5 年,以第一或通訊作者發表SCI 論文38 篇,最高影響因子5.578,SCI 他引171 次,EI 論文52 篇。以第一發明人獲得水產養殖水體傳感器、測控模型與方法、無線測控裝備等國家授權發明專利25 件,形成了一個完整的水產養殖實時測控技術體系;牽頭制訂水產養殖傳感、感知數據、傳輸網絡、控制裝備等技術國家標準4 項、行業標準5 項、地方標準1 項。參與了國際物聯網標準制定,特別是國際物聯網標準農業應用標準的制定工作。研發的產品分別在萊州明波、四川通威、天津海發等水產養殖龍頭企業得到大規模應用,在江蘇、天津、山東、廣東等23 省市累計推廣陸基工廠養殖630 萬平方米,池塘及近海養殖825 萬畝,涉及養殖品種31 個,新增經濟效益96億元 [2]  ,推進了我國水產養殖業轉型升級 [2] 
重要創新成果及其科學價值或社會經濟意義如下:
(1)揭示了溶解氧電測量電極失效與鈍化效應,闡明瞭分頻式脈衝激勵四電極溶解氧原位測量和單激發-雙接收光纖同步比率葉綠素原位檢測機理,消除了雜質粒子、熒光效率變化、熒光內濾效應對濁度、葉綠素在線檢測精度的影響,實現了富營養化養殖水體濁度、葉綠素寬範圍、高穩定準確測量 [1] 
(2)構建了多參數信息融合的傳感器自校準、自識別智能變送方法,實現了海水、淡水、半鹹水等實現了不同應用場景下傳感器精準測量。對富營養水體條件下水質在線精準檢測和傳感器的國產化有重要理論價值和實際指導意義 [1] 
(3)提出了水產養殖實時數據在線處理模型與方法,闡明瞭“水質-病害-營養-行為”鏈式相互作用關係,構建了基於實時數據與知識庫聯合驅動的魚類生長動態優化調控模型,為實現水產養殖精準智能調控提供了關鍵的理論和方法支撐,提升了我國水產養殖精準測控研究的國際影響力 [1] 
提出了實時數據降維去噪、多尺度特徵提取、多目標組合優化、非線性實時預測調控的數據處理模型與方法,發現了陸基工廠養殖溶解氧隨餌料投餵的變化規律和池塘養殖溶解氧變化規律。提出了“水體因子-病害-營養代謝-行為”實時聯合預警模型和動態調控方法,構建了增氧開啓時間、開啓時長以及投餌量的最佳調控策略。
(4)創建了陸基工廠和池塘養殖兩種模式從孵化到養成全程實時精準測控系統,開展了大規模實驗驗證與應用,取得了巨大的經濟和社會效益 [2] 
提出了複雜養殖環境下時空融合的無線傳輸方法,提高了無線傳輸網絡在複雜水產養殖場景下的穩定性。開發了水產養殖從孵化到養成全程實時精準測控系統及裝備,實現了水產養殖精準測控。
(5)積極倡導農業信息處理領域的國際合作,廣泛開展計算機農業應用學術交流。2007年創立國際計算機與計算技術農業應用研討會 [7]  。2011年在國際信息處理聯合會創立農業信息處理分會(國家農業信息技術歐盟聯絡點)。2014年在Elsevier旗下創辦我國第一個農業信息技術領域國際期刊Information Processing in Agriculture。推薦人先後作為中方協調人完成或在研歐盟第六框架、第七框架,地平線2020計劃共6項,2008年起被歐盟委員會聘為歐盟第七框架計劃項目評審專家,先後10餘次參加歐盟項目評審與論證工作。
(6)參與農村信息化政策研究,先後受農業部委託牽頭起草了全國農業農村信息化十二五、十三五發展規劃等一系列農業部重大文件;被科技部聘任為國家農村信息化指導組專家;被第一個國家農村信息化示範省——山東省聘為省首席科學家;被中國科協評為農業物聯網首席科普專家。

項目簡介:屬農業電氣化與自動化領域,針對我國水產養殖業的可持續發展困境,提出水產集約化養殖精準測控技術體系:感知新技術和傳感器打破了國外技術壟斷;無線跨網適配技術和無線採集控制器填補了國內產品空白;智能決策模型和雲平台引領了產業發展方向;精準測控技術體系帶動了行業技術進步。經鑑定,本項目創新性成果整體上達到國際先進水平,相關技術成果在江蘇、山東、天津等23省市自治區進行了大面積推廣,取得了顯著的經濟社會效益。
2020年5月,獲得“第二屆全國創新爭先獎狀”。 [12]
