方東平於1985年從西安交通大學工程力學系畢業；1988年獲西安交通大學建築工程系碩士學位後留校任教；1991-1993年赴日本留學，獲巖手大學土木工學科工學修士學位和九州大學土木工學科工學博士學位；1995年從清華大學土木工程系博士後出站並擔任清華大學土木工程系副教授；2002年擔任清華大學土木工程系和建設管理系教授。
