在創作歌曲的過程中，麥莉·賽勒斯負責填寫歌詞，而製作團隊則負責將麥莉·賽勒斯交給他的歌詞進行額外的編寫及修改。為了取悦聽眾，Dr. Luke、Jessie J和克勞德·凱利便決定將《Party in the U.S.A.》寫成一首有趣而歡快的歌曲 ，於是就在歌詞中共同構思了像是從麥莉·賽勒斯的角度去思考人生的故事 ^[5]  。

《Party in the U.S.A.》融合了搖滾樂與舞曲的節奏勁道，同時還混有雷鬼和嘻哈音樂，歌詞描述了主人公從田納西州到洛杉磯歌唱的心情 ^[8]  。歌曲講述的是一個鄉下姑娘進軍好萊塢並最終成功的故事，歌詞還提到了Jay-Z、布蘭妮的歌曲（雖然沒有提到名字）。歌曲內容詮釋的內容是讓“自我”重獲信心，並且相信一切都會變得美好。該歌曲是繼《The Climb》後，又一首令人深省的抒情歌曲，同時又亦象徵着歌手的逐漸成熟 ^[9]  。

《Party in the U.S.A.》MV由克里斯·阿普勒鮑姆執導拍攝，在拍攝MV之前，麥莉·賽勒斯的心中就已經有了一些想法。她想要紀念自己父母在約會時的戀愛時光，以及向歌舞片《火爆浪子》致敬，於是就跟導演談論了自己的想法，她説自己想要以該片中的一處場景，和父母約會時所開的一輛黑色龐蒂克作為MV的拍攝靈感，克里斯在聽完之後同意了他的這個想法。在拍攝過程中，她們將這兩個關鍵點全都融入到了MV的劇情之中 ^[10]  。
