在1990，即《Use Your Illusion II》問世的一年前，《Civil War》就已出現在一張慈善專輯《Nobody's Child - Romanian Angel Appeal》之中。該專輯由前Beatles成員George Harrison籌劃，試圖幫助齊奧塞斯庫政權結束後的羅馬尼亞孤兒 。

《Civil War》是槍花成員Slash、Axl Rose、Duff Mckagan的心血之作，Slash描述這首歌的配樂部分是他在樂隊前往日本作Appetite for Destruction的世界巡演時完成的，Axl寫了歌詞，歌曲最終在澳大利亞墨爾本成型。1993年9月27日接受Rockline的採訪時，Duff Mckagan解釋了這首歌的來歷：“它的riff是我們通常用來調音的，Axl想出了開頭的一些句子，然後……我想到了一場和平遊行，那時我還是個小孩子，和我媽一起，我大概四歲，這是馬丁路德金的一段話：你是否帶上了黑袖章，當他們槍殺了那個男人、那個高喊‘和平將永存’的男人？（Did you wear the black arm band when they shot the man who said: 'Peace could last forever'?）這是來自我的真實生活的。”

值得注意的是，這首歌的錄製期間美國沒有捲入任何軍事行動，所以普遍認為這是首向1960年代反越戰作品致意的歌曲。

這首歌提及了總統約翰·肯尼迪的暗殺：在我最初的記憶裏，他們就這樣刺殺了肯尼迪。肯尼迪遭暗殺時Rose僅一歲，Duff和Slash則在此事件後出生。這句歌詞同樣適用於羅伯特·肯尼迪的暗殺。

歌曲結尾Axl的獨白“What's so civil about war anyway？”是“civil”這個詞的雙關語。

《Civil War》在Billboard雜誌主流搖滾音樂榜的最高位次是第四位。

《Civil War》是鼓手Steven Adler被Matt Sorum替下前為槍花伴奏的最後一支歌。

這首歌的開場獨白與其他演講混音後被再次使用於槍花新專輯《CD》中的歌曲《Madagasca》。

1990年4月7日槍花在Farm Aid IV演奏了這首歌，由電視現場直播。

開場話音摘自Strother Martin在電影《Cool Hand Luke 》（鐵手盧克）中的演講 ("What we've got here is... failure to communicate. Some men you just can't reach. So you get what we had here last week, which is the way he wants it... well, he gets it. I don't like it any more than you men.")。

這首歌也摘錄了一段秘魯武裝將領的演説("We practice selective annihilation of mayors and government officials, for example, to create a vacuum, then we fill that vacuum. As popular war advances, peace is closer")。

這首歌的開端和尾端均使用了美國內戰歌曲《When Johnny Comes Marching Home》的片段，作為致意。

專輯《Nobody's Child: Romanian Angel Appeal》收錄了歌曲《Civil War》，作為一項基金收益均歸羅馬尼亞孤兒。
