自2009年1月26日，美國醖釀已久的進口商及承運人“10+2”輸美貨物信息報備（簡稱ISF10+2）規定終於塵埃落定並正式實行。進口商及承運人必須最少在貨輪抵港前24小時，呈交詳細報備信息予美國港口執法機構，以防止危險貨物從港口滲入，確保美國安全。
ABI即是承運人和貨代公司向美國海關報備ISF10+2的一個通道，類似於AMS（美國海關自動艙單系統）。
