“洛陽模式”述評:城市規劃與大遺址保護的經驗與教訓

梳理了洛陽市第一期城市規劃的產生過程,對“洛陽模式”做出了新的評價,分析了洛陽市第一期城市規劃對大遺址保護產生失誤的原因。指出,20世紀90年代洛陽市第三期城市規劃,在城市發展的中心位置保留22km2的大遺址保護區,在中國城市規劃史、文化遺產保護史上是史無前例的,有重要的歷史意義和現實意義,指出這才是真正意義上的“遠離舊城建新城”的“洛陽模式”。

Survey of the "Luoyang Mode":Experience and Lessons from the Urban Planning and Conservation of Mega-sites

In the 50's of the 20th century, "constructing new city far away from the old city" in 1st phase Luoyang planning was regarded as "Luoyang mode".This mode be-comes famous model in "mega-sites conservation and ur-ban planning". But after reviewing the historic course, this paper gives the mode a new definition: only by the way of Luoyang 3rd phase planning in 1990 -retaining 22 km2 for conservation of mega-sites in the center of urban develop-ment district, can it be regarded as "Luoyang mode" in genu-ine sense.
