李海洋，1964年4月出生，河南湯陰縣人。1984畢業於鄭州大學化學系, 1992年在中科院大連化物所獲獲理學博士學位，導師張存浩、沙國河院士。分別在香港大學（1995），日本分子科學研究所（1997），美國肯塔基大學（1998-2000），加拿大NRC分子科學研究所(2002)等進行訪問研究。1999年入選中國科學院“百人計劃”工程， 2000年-2004年在中國科學院安徽光機所建立環境光化學實驗室，開展大氣光化學、自由基光譜學以及先進飛行時間質譜技術在大氣檢測中應用的研究。2003年7月起擔任大化所快速分離和檢測課題組組長，開展高端過程分析儀器和在線監測技術的研究。
