1965年8月出生。
1986年畢業於中國人民警官大學無線電技術專業,獲工學學士學位。
1989年畢業於北方交通大學通信自動化專業,獲工學碩士學位
2009年獲北京交通大學通信與信息系統專業,獲工學博士學位 [2]
