1969-73年間為該校國際關係研究所主任。

哈斯主要研究興趣是國際一體化，他注意到歐洲的自由主義及“好的資本”變化將極大改變傳統的國際政治，但他的研究區別於傳統的自由主義。

新功能主義不貶低國家的作用，但同時強調區域利益團體、個人以及國內政治機制的在一體化中的作用。雖然國家開始了合作與一體化，但區域利益團體和國際機制推動一體化向前發展，而且個人日益尋求通過國際組織和區域團體解決問題，而不僅僅像過去那樣求助於國家。

1997年，哈斯The Uniting of Europe 一書被《外交》評為20世紀國際關係50本重要著作之一。
